A NEW MODEL FOR EDUCATION ACCESS IN KOGI STATE AND FCT, ABUJA

In September 2025, Elsophi Global Development officially launched the School Access Project (SAP); a community-integrated education pilot operating across selected schools in Kogi State and the Federal Capital Territory.
SAP is ELSOPHI’s response to a challenge that 14 years of community programming has made impossible to ignore. Nigeria has the highest number of out-of-school children in the world. In the communities ELSOPHI serves, children are enrolling in schools that cannot adequately teach them, girls are disappearing at the critical upper primary to junior secondary transition, and no integrated community response exists to address these failures simultaneously.
SAP was designed to change that.
What SAP Does
SAP operates through an integrated three-pillar model addressing enrolment and retention, learning quality, and gender and social inclusion simultaneously and within existing government school structures. Rather than running alongside the system, SAP works through it partnering directly with SUBEB, KG-SSSB, school leadership, and School-Based Management Committees as co-implementers from day one.
The pilot is currently active across schools in Dekina and Ofu LGAs in Kogi State and AMAC and Kuje Area Councils in the FCT reaching enrolled learners, supporting teachers through structured professional development, and mobilising community volunteers for after-school learning support and safeguarding.
Why It Matters
SAP is not designed to run for three years and end when a grant does. It is designed to generate rigorous evidence of what works and to make the case for adoption and scale through Nigeria’s government education system.
Every component of SAP produces data. Every term builds evidence. The learning from this pilot will inform ELSOPHI’s institutional funding applications and, in time, the school improvement frameworks of the states in which it operates.
Looking Ahead
ELSOPHI’s goal is to reach 2,000 children by 2028 with documented evidence of learning gains, gender inclusion, and school retention that positions SAP as one of Nigeria’s most credible locally-led education models.
The children are already in the classrooms. The work has begun.
